It could be 1954 James Cadet?

Agreed. The unusual thing about those plunger Cadets was that the tank mounted upwards from underneath (rather than the more usual "sitting on top") and that led to a high top frame member, as here.
Also the rather primitive plunger assembly points to it being a James, too.
