European and Other Bikes / 1993 Ducati Superlight Charging Issue

The charging indicator light on my Superlight illuminated the other day. When I chcked the incoming voltage at the battery, it was considerably high (i.e. 15.5VDC @ 3,000 rpms & 16.0VDC @ 4,000 rpms). In addition, the electrical connector at the headlight was partially melted. This indicated to me (and I admit that diagnosing electrical issue is not my strong suit) that the regulator/rectifier was faulty. Thus, I ordered a new aftermarket unit.

Feeling that it would be a good idea to check the alternator as well, I unplugged the 2 wires from the alternator (single-phase) to the regulator/rectifier. The voltage across the 2 wires was about 40VAC @ 4,000 rpms. As best as I can determine, the factory spec is about 70 VAC. Might this be a sign of a failing stator?
