Identify these bikes! / can anyone identify this bike please

I have looked for photos on the internet, and the nearest I can come up with is a 1920's Raleigh.
The bike had a sidecar, which you can just see at the front.
The Raleigh I found had the same brake arrangement.
The registration is Rutland area, which is correct.
The photo was probably taken early 1930's .
