Probably added by previous boffin, not seen such an arrangement before. Here's a J.A.P special me and a mate made up using B31 frame with Matchy front end and wheels with C11 tank. Blasphemy!!

I've come across rockers being held open by contact with the rockerbox. Had to dremel the area for clearance. Had us stumped for half a day until we figgered it out.

Probably a leaking needle and seat for the float. Turn the taps off and see if it clears up when the fuel height is lowered as a test.

I think A flat tank Norton or bigport AJS are hard to beat! . This isn't really a bigport but it would do! It's not mine either.

Spinning the mainshaft will help selecting each gear. Are you doing this?The dogs need a little help to engage.Can you spin it up with a rattle gun connected to the mainshaft via a socket.
