IT'S A SUNBEAM ! PROBABLY A 3 1/2 HP AND PRE 1923
AS IT HAS A STIRRUP FRONT BRAKE.

Thanks Beama!  That was one of the possibilities suggested by the photo's owner.  The bike has duly been moved into the Sunbream gallery.
