Condensation is usually caused by inadequate air circulation.
I can only suggest you add some wall or door ventilators (if it's your own garage?) an alternative would be to use a dehimidifier or something like a green house heater however you may not have an electrical supply in your garage?
Another option would be to store your bike/s or other equipment in vac-bags over the winter months?

Or spray everything with ACF-50 ?

You wont make it much better without rebuilding it.
If its rented buy a wooden shed with a wooden floor and put this up inside it. 6x4 sheets of foam insulation from B&Q in between the shed framework and ventilators. You have always got a shed for life if you nut and bolt it together.

line it with jablight (thicker the better up to 100mm its cheap , king span , celotex , recosil good but expensive ) if your aspestos roof is pitched (most are) trioso 10 lath and batten , use pva to stick the jablight , is the aspestos wet underside ? cracked . how old is your concerent floor (membrain) if you can raize the floor and insulate all the better . also insulate the inside of your up and over door if its steel most are
