The serial # is A65LA10695Y.Can you tell me what year it was built.

LAB,You could be right,I had it titled as a 1969 and have been buying parts for a 1969.I attached a picture.Can you tell me if the bike has been modified?

It certainly looks like a 1969 model!
If you had shown the photo and said "what year?" then I'd have said = 1969.
So I don't know why it has the LA prefix instead of LC?

Can you tell me if the colors on the fuel tank badge and the decal on the sidecover are correct?

The tank badge looks correct for 1969 -gold/black/white. Edit *although there would appear to have been a red option?*
I'm not sure about the side panel decal, as another style was used for 1969 -but that doesn't necessarily mean yours is wrong.
Addition
The 1969 parts book lists US model Lightning decals as part number 60-1999.

It has the timing cover with the top mounted clutch cable that came with the 1970 models.

Doesn't the Y signify that this is one of the many bikes that BSA took back and labelled as a later year - can't recall the reason but shipping delays or union strikes came into it somewhere ?
