Triumph damper tube end plug

Anyone have any suggestions on how to remove the damper tube end plug found at the bottom of the fork stanchions?

 I've soaked it in penetrating oil, used an impact wrench, heated it and even tried a chisel to loosen it.  Hasn't budged.

 I surely don't want to buy a whole new stanchion tube so I can replace the end plug.

Triumph used different designs over the years, but if yours is ferrous (and buggered!) weld a  lever to it. The welding heat alone should get it shifted.
