Greystone Enterprises,
http://www.tigercubspares.co.uk/
should be top of your list. They also attend the regular Kempton Park Autojumble with a full stall of stuff.

Don't know about Cubs, but on the twins the official parts books used to show the length of bolts and studs, so if it is the same in the Cub parts books then you could buy most of the fasteners from any supplier. Nookies Nuts is a good one.
If a supplier did stock every fastener as a kit I should imagine you'd probably whince at the price..

Have you checked OBM; even older copies. I seem to recall that one advertiser was selling sets for Tiger Cubs. Can't recall if it was engine or not.

Beardyman, try asking them. I know nothing about Cubs but have been told by a pal who built one that Greystone are about the best one stop supplier. Alternative is Ace Classics though they mainly do twins.
