Identify these bikes! / Picture of me on an old machine !

I've just been looking at some old photos and found one of me on my Uncles bike but can't identify it.
It would be taken 1960 or a little earlier and the bike looks new or not very old.
Step thru very similar to Honda C100 (but not !)
Telescopic front forks, large dia spoked wheels. Speedo drive on left and brake on right of front wheel.
Not 100% clear but looks as if headlight is moulded / flowing into the top of the forks rather than being on fork leg mounts. Speedo in headlight bowl.
Legshields similar to C100 but flowing back into flat footplate area like Vespa. Chrome trim around edge of legshields.
Engine under legshields and kickstart on left.
No brake or gear lever on lefthand side of engine / floor.
Frame could be pressed steel. Fuel tank probably under seat. Tool boxes either side of rear mudguard by shock upper mount (like the Puch MS50D)
Dual seat but no passenger foot pegs
There is an arrow decal on frame which I assume related to the kickstart and points forward (opposite to normal operation)
I'll try and scan pic later but can anybody give me a clue as to what this is ?
Thanks.
