BSA C15 1960 Fitting a new Speedo Drive.

Hi Guys,
Would appreciate a little help here, just fitted a new speedo drive to the rear wheel, is there a procedure for tightening the  large inner nuts as the speedo housing tries to turn with the wheel, should the inner nuts be tightened to the outer nuts, any help here would be much appreciated.

The large inner nut should only be 'lightly' tightened on to the speedo drive so that the spindle is still free to rotate independantly. The whole thing is clamped between the frame when the outer nuts are tightened.
