Indian, Royal Enfield, or ????? Please help ID-

I recently purchased a (barn find) in south-central Texas.  The bike was supposedly stored for at least 20 years
and the previous owner thought it was a 1954 Indian, but he wasn't certain.
The identifying information on the bike is as follows:

Raised (forged) numbers on the frame in front of gas tank (RIGHT side): 4759

Stamped (recessed) numbers on the frame in front of gas tank (Left side): 7749 M&B

Carbeurator cover states "Made in England"

An addition; I've never seen handle bars such as this on any Indian or Royal Enfield.

Information I would like to know is the following:
1.) Who is the manufacturer of this bike ?
2.) What year was it made ?
3.) How can I tell the cc engine size ?
4.) Where is a good source for replacement-restoration parts ?
5.) Any thoughts as to the value or collectibility of this bike ?

That looks like an Indian 'Hounds Arrow' 250cc.

And it would have been made in England by the Royal Enfield Company.  http://www.re-indian.com/58catalogue.html

Some Royal Enfield motorcycles were sold under the 'Indian' trademark in the USA.

This should not be confused with modern Royal Enfields that are made in India.

Various parts like the handlebars, headlamps, are not original.

Forks and front wheel are BSA or Triumph.

There is also another similar model to the Hounds Arrow called the 'Fire Arrow'
