villiers engine, but which type?

Afternoon,
I was hoping someone would be able to help.  I have cine across a villiers engine but I cant work out which model it is!  It has the following serial numbers on it "b7 709 0007"

Or if not lawn mower, some other industrial application? I fancy I see a "fan" flywheel in the pile - not often found on a bike motor, except perhaps in the occasional scooter.
