triumph ridgid gearbox ? wide ratio but the lay shaft is held stationary ? when did triumph make this box and for which model please

with the state of my english a pic might help , this is the lay shaft out of this box , there are no numbers on the case and the lay shaft does not turn ( is designed not to ) any ideas , no speedo drive ............. sorted thanks its pre 1950
