So I've been given a Tomos vintage Moped that's been off the road for the past 26years

It must depend on how much you value your time.
If I could put new petrol in it, clean the plug and points and then flog it to some mug hopeful buyer on Ebay, I would, but given that they were horrible things when new, what's the point of investing any more time in it than that?
Is anyone ever going to wake up on a summer's morning and think..."I'm going for a blast on the Tomos"?

Firstly, you need to identify it's value & if it is worth the money & effort for restoring it.

It's junk, give it to  a kid to play with, or a local school for a project.
Wasn't it Tomos that were sold by Woolworths at one time?
