Has the rust eaten through as this product is wonderful for de-rusting anything.

TBS hi,
How can i know if it has eaten through or not? Is a visual check enough?

When the mechanic cleaned it the bucket was full of black "dirt"bits...

If this product cleans corrosion (as it says) wouldn't the corrosion come back after, or not? I don't no much on corrosion...

If it doesn't leak then you hopefully are onto a winner. Put a few old nuts and bolts in the tank, old bits of motorcycle chain etc, and shake them about to knock off the lumpy stuff, wash out to get rid of the bits, add the deox solution, do as the instructions say and it will come out clean as a whistle. i would coat the inside as a preventative with POR15 tank sealant.
