'39 was the first year for the surround...looks like the civil servants had their hands full and didn't pass it until 1940 though...........

Patents if passed start from the application date , this one is October 1st 1938 when Speed Twins just had the "blade number plate" without the surround  . Yes as you say , they came in for the 1939 season .
The pre war ones come in three parts but post war they are without joins .

We use to call them Bacon slicers, I remember in the 1970s when it came in, that you were no longer  required by law to display a Front Number plate,  the design wasn't much cop from a road safety angle, maybe Edward Turner was a frustrated sadist!
