Sounds like the inner clutch has not been mated passed the woodruff key. That will give you the 10mm.

Do you actually mean disengaged (cover plate lifted)?

You said that you replaced the plates, but was that all you did?  
First (and most important) thing would be to check if the engine and outer drum (chain wheel) sprockets are out of line by the amount stated. Are they?

I don't understand, how can you have fitted the chain as it won't mesh up with the drive spocket if it is that far out, exactly what LAB said. Have you done up the clutch centre nut to 50ft/lb? I dont see how just by changing the plates you have this problem. Did you remove the completed clutch and basket and strip it down?
