Without knowing anything of this, a few things occur.
Is the Binks an original fitting, or something optionally added ?
What condition is the whole plot in at present - potentially runnable ?
Have you dismantled the Binks, and verified it is all clean and shipshape.
And corrosion free and not gummed up inside.
And that the throttle action is clean and smooth and won't jam fully open.
If its all good, there is nothing like giving it a try (assuming the engine is also all good to go).
And assuming this Binks has been used on it previously.
If its an original fitting (unlikely ??), its highly likely the Owners Handbook will contain some instructions.
And some sort of rudimentary workshop manual may even give some further details.
Rovers are not exactly an obscure brand, so there will likely be other owners about.
And also handbooks and parts books available, possibly through an owners club ?
