T140 needle setting

Can anyone help with verifying the correct needle position on my 1976 T140V US export. Workshop manual says correct needle position is 1 but I don't know if this means top or bottom notch - there are 3 notches in the needles. Bike is fitted with original twin Amal MkI carbs. I am using in UK so no altitude adjustments required ( well at least I don't think the Peak District qualifies as high altitude!)
Also the spring clips that hold the needles in place are split. Should they be or do I need to replace them? This might explain why they moved in the first place but I seem to remember buying them new a few years ago and think they came like that.

The top groove is number 1, which is the weakest needle position, all the Amal clips I've seen have been split.

Re-queries on splits in needle clips , would being split
make for a weaker clipping situation for the needle
resulting in dislodgment?, why i ask is i have had Amals
for many years and never seen a split clip.
  (maybe i should get out more...)

No I don't think so,

The small 'U' part of the Amal Mk 1 needle clips that fit in the needle groove that I've seen must either break very easily at the curved part of the U, or are actually meant to be like that, but I'm not exactly sure, but they still hold the needles OK on my Norton Commando's Amal Mk 1s.

mine runs the best on the middle setting. if you mean split being a tiny openg on one end I think thats normal for it to open to be able to clip them on
