I find with my BSA A10 build that the cam followers are worn. Can they be re claimed, built up and re ground and if so would they have to be case hardened. Any advice on this.

Normally followers can be built up with stellite and reground.
As your bike is an A10 I suggest you contact SRM Engineering and see what they recommend?
