Any  Ideas?

 ???  Any Ideas of what this is? It has the marking "S" on "A" on the gear box.  it had a hand gear shift (broken) and two accelerator cables? one one each handle bar.   ???

The gearbox and possibly the engine (as 'S(A?)' can I think, be seen on the magneto/dynamo drive cover, which would indicate that they were made by Sturmey-Archer, although I believe Sturmey-Archer supplied components to various motorcycle manufacturers as they also did with bicycle manufacturers so somebody else here can possibly identify the actual make of the motorcycle?

This is a late vintage Raleigh. Raleigh owned Sturmey Archer and made Sturmey Archer gearboxes. They also sold their Raleigh engine to other manufacturers but when they did so they removed their Raleigh insignia and replaced it with the Sturmey Archer logo. The engines were otherwise identical.
Someone could easily have replaced the outer magneto chain drive chain cover with a Sturmey Archer equivalent.
Provide the engine and frame numbers and I can probably identify the exact model.

They agree with Bob it is surely a Raleigh (i see fork and frame), I think that the model is the 1928 or 1929  250 SV model.

I've passed your thoughts on, and am waiting on frame & engine # numbers to confirm...  I agree it looks like it's the 1928/9..250cc SV..
