I cannot tell what this engine is from or what this bike is based on,
any ideas?

Isn't it a McCulloch target drone engine ?

Maybe it's where Norton's got the idea of building their rotary drone engines into motorcycles ? :)

It just about rang a bell but I couldn't remember where I'd seen it before. I do recall reading up on target drones when Nortons were marketing the rotary engine for them.

In the end, I Googled 'Two stroke flat four' or somesuch

The engines seem to have been quite available in the US in the 1960s and were used in self build helicopter type aircraft.
