Can someone tell me if the colors on the fuel tank badge and the decals on the sidecover are correct for a 1969 Lightning-USA model.[img]

Here's an example of a '69 US spec. Lightning:  http://www.acay.com.au/~shanep/catalogs/1969/69_10.JPG

The tank badge 'looks' as if it has a red background, but I'm not sure it actually does (or would have done?).

The sidecover decal shown is different.

I know Triumphs of that period could differ in specification between East coast and West coast models, and that may have also applied to BSA models as well?

You may need to ask others with more specific US model BSA knowledge to get an accurate answer about certain details?

The BSA "Gold" badges shown here appear to be the correct part numbers (82-9695/6) for a 1969 Lightning:  http://www.burtonbikebits.net/badges.htm

However it does appear there were red 82-9696 (and 82-9695?) badges!:

The '69 parts list does not give any reference to them being gold or red?

Are you sure this is an 1969?
It has the top mounted clutch wire in the timing cover. That came on the 1970 models, probably from late 1969.

the yellow background on the tank badge definitely looks odd. I think it should be red. If you buy these parts new (i.e. replica) they come unpainted, of course.
But to be sure, ask Mick Page of Burton Bike Bits. He is the absolute guru on these bikes.
