1928 License Plate-Can You Identify?

Does anyone know if there is a way to identify a location or owner, based on a license plate?  The plate is on a bike, believed to be 1920's Triumph, and the picture available is dated 1928.  I have tried to attach a picture, if it doesn't go through, the plate number is:
"TU-3892".  Feel free to email any responses to:

As I guess this is a UK bike then it's a 'number plate' bearing the registration number (or mark) TU 3892.

A 'TU' prefix would have originated from the Chester area, and sometimes these old registration number records are held in archives, so can possibly be traced.
