1928 License Plate-Can You Identify?

Does anyone know if there is a way to identify a location or owner, based on a license plate?  The plate is on a bike, believed to be 1920's Triumph, and the picture available is dated 1928.  I have tried to attach a picture, if it doesn't go through, the plate number is:
"TU-3892".  Feel free to email any responses to:

As I guess this is a UK bike then it's a 'number plate' bearing the registration number (or mark) TU 3892.

A 'TU' prefix would have originated from the Chester area, and sometimes these old registration number records are held in archives, so can possibly be traced.

The post code address given for the record office that I pasted from the BSA web page is unfortunately not quite correct

The correct post code should read: CH1 1RL.
